2024 Integrity in Government Award

During its 24th Annual Conference, The Anti-Fraud Coalition bestowed its “Honest Abe” Integrity in Government Award to Dan Fruchter, Chief of the Fraud & White Collar Crime Unit for the U.S. Attorney’s Office in the Eastern District of Washington.

This award recognizes dedication to public service and a commitment to False Claims Act enforcement and the whistleblowers who make these cases possible.

                    Dan Fruchter’s Accomplishments

                    Dan has served as an attorney with the Federal Government for 20 years with almost all of it involving False Claims Act enforcement while working in close partnership with the relator’s bar. Beginning on August 2004 when he started with the Office of General Counsel for the Nuclear Regulatory Commission (NRC), Dan became part of the DOJ False Claims Act litigation team on United States v. Sci. Applications Int’l Corp. (SAIC) (D.D.C.), which was tried to a jury in July 2008, with a successful $6.5 million jury verdict.

                    Hooked on the False Claims Act, Dan joined the Department of Justice, Civil Division, Fraud Section on June 7, 2009. He then became the ACE/HCF attorney at the U.S. Attorney’s Office for the Western District of Wisconsin, and now holds his current position as Eastern District of Washington’s Fraud & White-Collar Crime Unit and COVID-19 Fraud Strike Force. Dan exemplifies the highest standards for professional achievement that are promoted in this Honest Abe Award. 

                    Dan’s successful cases—both government contracting and healthcare—are far too numerous to list. He has extraordinary depth of knowledge of False Claims Act jurisprudence and is one of the most successful litigation and trial attorneys in our space. He is prolific. Dan can best be described as a master tradesman of False Claims Act enforcement.   

                    Mostly notably, he has forged highly successful partnerships with relator’s counsel in both intervened and declined litigation, earning their deep respect, admiration, and friendship. He embodies the very meaning behind the public-private partnership. He is the gold standard. The U.S. Attorney for the Eastern District of Washington has said, “Dan has cemented its status as a district of choice for agents and relator’s counsel due to his aggressive approach to fraud and white-collar crime.”

                    His extraordinarily complex portfolio of 20 years includes False Claims Act investigations—from healthcare fraud cases to fraud involving federal programs administered by the Departments of Transportation, Energy, Defense, Housing and Urban Development, the US Small Business Administration, the Export-Import Bank, and the General Services Administration, to name only a few. 

                    Recently, Dan spearheaded the EDWA’s COVID-19 Strike Force, which was launched in Spring 2022 and to date has completed 24 indictments/charges involving loss amounts as high as $20+ million, 12 convictions, 2 civil settlements totaling $3 million, recovery of over $4 million in penalties, and the seizure of homes, real property, vehicles, bank accounts, and crypto currency. The innovative, force-multiplying EDWA Covid Fraud Strikeforce model is a direct result of the diligence and adaptability that AUSA Fruchter has become known for throughout his federal career.

                    The “Honest Abe” Integrity in Government Award and others are nominated by the general membership of The Anti-Fraud Coalition before the organization’s annual conference.

                    Once submitted, The Anti-Fraud Coalition’s Conference & Member Education Committee deliberate and vote on award recipients.
